Instructions

Details of task: In this last essay you are required to produce a case study of a real-world cultural economy strategy or cultural policy initiative.

You might take an existing policy initiative (such as Creative Victoria) and give an analysis of its overall objectives, the means it outlines to achieve these objectives, the extent to which it is likely to achieve these objectives, and if these objectives are appropriate to the country/ region/ sector for which it is intended.

Or you might take a country, a city or region, or a cultural sector (film, music etc.) and suggest what a kind of strategy might be appropriate for that policy object, speculating on what it might look like, and how it will be evaluated.

The initiative is a proposed policy for promoting the arts, culture and creative arts of the people of Queensland State. The roadmap, which is already under development in 2019, seeks to define the cultural, artistic and creative landscape of the state, and provide an enabling environment where Queenslanders can explore their creativity to earn a living, promote the state’s tourist attractiveness, and contribute to the national economy (Arts Queensland, 2019). The roadmap’s proposed vision statement is: Queensland’s unique and innovative arts, cultural and creative sector is a key driver in strengthening the State’s local and visitor economy, supporting employment and enriching the lives of Queenslanders and their communities.

In pursuing this vision, the Queensland Government intends to undertake strong and strategic partnerships, and strategic investments, as well as share data and learning to bolster and encourage creativity among the Queenslanders (Queensland Chamber for Arts and Culture, 2019). According to Burns and Eltham (2010), creativity, creative arts and cultural economy are integral in a nation that is keen on building a sustainable economic system. As an example, the authors explain that the film industry plays a vital role in the cultural landscape in Australia. The screening industry relies heavily on creativity of the movie producers, actors, choreographers, musicians, scriptwriters, marketers, software developers, graphic designers, and journalists, among another wide range of artists and professionals. The aim of this paper is to analyze the Queensland’s cultural policy initiative, focusing on its scale and model, industry, objectives and historical perspectives, as well as to conduct an evaluation of the initiative’s implementation.
