The qualifications is the second and key critical element which will be considered during the recruitment process. The qualifications will largely be determined by the skills which individuals in regard to the job that they perform. There are two key attributes which will be utilized in defining the element of qualification; education and experience. The education level of the individuals remain relatively similar of the various grades which are available within the position by the experience will be different. Experience will be determined by the duration that an individual has been working in a position which provides relevant skills sets to enable the person execute tasks and responsibilities related to the current job opportunity. Differences in experience will be able to determine the work performance of an individual and the level of supervision which might be required.

The last element of responsibility, defines the scope of the work being covered by the individual. This is an internally established element which will be able to be utilized in assigning authority levels which employees might have. The responsibility is expected to be a key source of power and control within the organization. The level of control of the individual will be determined by the size of the department within which they are working and the extent of interaction which the particular position might have with other departments within an organization. As support responsibilities, the benchmark opportunities are expected to have a level of responsibility assigned to them and which is focused on defining the level of control which the position holds in relation to other jobs within the organization.
