The last meeting with the consultant sought to formulate a framework for need assessment. The need assessment demands a prior understanding of the baseline or the current position of the client (healthcare provider), and what the client seeks to achieve.  In other terms, the assessment seeks to understand the goals and objectives of the client. In regard to this, the discussion with the client revealed different techniques and tools useful in identifying goals in value change processes. The most useful and simplest tool that would support the assessment is the gap analysis. The purpose of the analysis is to investigate the current position as it relates to the security of patients’ data and the endpoints of the objectives. The guiding question in the pursuit of a need assessment framework was “does the needs evaluation enhances the creation and development of a smartphone app to protect critical data by providing a logical authorization, authentication, and encryption? This question enabled the planning phase to consider the significance of developing a smartphone app for medical practices. This became particularly important for practitioners who rarely get time to sit down in front of a computer and access records. In the end, both the researcher and the consultant agreed that the pre-implementation framework was adequate in providing the perceived need for strong security and protection of clinical data. The planning phase is summarized in figure 1 below:
