Debate is a means of resolving dissimilarities, so there must be differing opinions or a conflict of interest before the debate can occur. A debate will be very boring is all parties are in agreement with the fact or policy. If the fact is clearly stated and proven to be true then the debate is pointless. Obvious facts like where the sun sets do not require a debate at all. In circumstances where there are no contrasting opinions, ideas, proposals, interests, or expressed positions on issues, the debate is useless. In addition, a debate cannot produce effective conclusion without a clear identification of an inquiry or questions to be answered. An effective debate needs to clearly state the proposition. A proposition is a statement of judgment that outlines the key issues in controversies.
