In my opinion, the author meant that when we sit back and wait for the time to pass to sort out an issue or a situation, the favorable change would not come. He suggests that we should take initiatives that transform the situations we face rather than hope that the circumstances would change on their own as time goes by. Moreover, we should take charge of our problems since presuming that time would bring change is irrational.
