This case is about dispute that arises in the Los Angeles Police department because of police performance. This case present the tension that has between the whites and blacks on police performance which a racial tension that is deeply rooted in history of the police department. This tension has be recurring in different fronts even spilling over between the chief and Los Angeles Police Protective League; a union which became embroiled in seemingly neutral issue regarding the measurement of police office productivity. The Police Chief Parks, was the department’s first black chief and a positive contrast to his predecessor who was a no-nonsense administrator. Chief Parks did little to endear himself to the troops unilaterally eliminating three day work week that was widely supported arguing that it affected service delivery to the community.
