The case revolves around the Treasure Project that was in trouble right from the beginning. It is clear from the case that there are many issues and problems emerging from this case. From day one, program schedules started facing numerous challenges and the expenditures were excessive. One of the problems that faced the project was that functional managers were not fully committed to the project because they were charging direct labor period to the project, while concentrating on their own pet projects. Another key issue with the project was that Peter, the project manager could not communicate with other project members hence his concerns could not addressed at the right time.
