Ted dumped barrels on sites that were not authorized, on the pretext of “saving money” and time for his company. As a result, when Ernie reflected on the last operation, Ted had not completed the manifest for the disposal in addition to not having indicated the disposal site. Recently, Ted had also dumped some “drums” on the county property. Ted’s company of “hurling wastes” did not adhere to the policy established by Ernie’s company nor did he observe the environmental regulations of the county.
